Tract, a developer specializing in large-scale data center sites, is advancing plans for a significant 900MW campus in Goochland County, Virginia. This ambitious project, dubbed Tuckahoe Technology Park, is set to transform an 872-acre parcel located just outside Richmond. The development, strategically positioned within Goochland's technology overlay district, signals a substantial investment in the region's digital infrastructure capabilities.

The proposed facility, which could attract over $3 billion in capital expenditure upon completion, envisions up to 12 distinct buildings. This multi-phase development aims to provide ready-to-build sites for hyperscalers and colocation providers, leveraging Tract's expertise in securing land, power, and zoning. The company, founded by former Cologix CEO Grant van Rooyen, has a proven track record of preparing large tracts for data center construction across the United States.

Currently, the Goochland land is zoned for agricultural and residential use. Tract, operating under the entity VALCO Goochland, LLC, has initiated the conditional use permit (CUP) process, a critical step for enabling data center operations. This regulatory pathway typically takes between 90 to 120 days. A community engagement session is scheduled for July 23, 2026, to solicit local input and address potential community concerns regarding the project's scale and impact.

This Goochland initiative represents a key expansion for Tract in the Mid-Atlantic region. The company is also developing a substantial 2.4GW data center park in nearby Hanover County, Virginia. Previous attempts by Tract to establish projects in Hanover and Chesterfield counties faced hurdles, including rejections and withdrawals, underscoring the strategic importance of securing approvals in Goochland for their regional expansion strategy.

The demand for large-scale data center capacity continues to surge, driven by the exponential growth of cloud computing, artificial intelligence, and data analytics.
