Chicago, August 28, 2025 – GTCR, a leading private equity firm, has acquired Innovative Systems, a top provider of enterprise OSS/BSS software for broadband and utility operators across the U.S. The deal marks a new phase of growth for the South Dakota-based company, supported by GTCR’s Leaders Strategy™ approach and the appointment of former Comcast CIO Scott Alcott as Chief Executive Officer.
Innovative Systems delivers an integrated suite of mission-critical billing, operations, payments, and VoIP platforms to rural broadband providers, utilities, cooperatives and municipalities. Its core offerings – eLation™ (OSS/BSS), InnoStream™ (streaming TV), and APMax™ (VoIP) – enable seamless service delivery, customer engagement, and operational efficiency.
GTCR’s acquisition builds on its active portfolio of vertical market software, telecom infrastructure, and payments technology investments. The firm has previously backed companies such as Lexipol, Once For All, Point Broadband, Clearwave Fiber, and Worldpay, among others.
Scott Alcott, who joins as CEO, brings over 30 years of telecom and technology leadership experience. At Comcast, he led the company’s digital transformation and managed software engineering, systems lifecycle, and infrastructure operations. His experience also includes executive roles at Belgium’s Proximus Group, where he drove broadband and mobile innovation.

The acquisition comes at a time of rising investment in rural broadband infrastructure across the U.S., driven by government funding and private sector partnerships. With federal initiatives like the BEAD Program pushing $42 billion into broadband expansion, OSS/BSS platforms like Innovative Systems are essential for enabling service rollouts, subscriber management, and digital billing in underserved regions.
GTCR also emphasized its interest in growing the firm’s embedded payment solutions, building on previous successes in Paya and RevSpring. “Innovative Systems is a prime example of vertical software where integrated payments can deliver real impact,” said KJ McConnell, Managing Director at GTCR.
Alpine Investors, the seller, supported the company’s growth over recent years through strategic hires and platform development. Under their ownership, the company expanded its product suite and doubled its footprint among utility and broadband clients.
