In the latter role, she led the strategic oversight of the fund’s operational functions and helped modernize its investment infrastructure.

She holds a Bachelor of Science in Finance from California State University, Sacramento and an executive certificate in management and leadership from the MIT Sloan School of Management. Her educational background, combined with two decades of institutional experience, positions her well to lead CalSTRS’ next phase of evolution in digital transformation and enterprise risk management.

Scott Chan praised Wilcox’s promotion, stating: “April and her team are the backbone of CalSTRS investments. She is the right person to lead our future evolution in key areas such as the buildout of the investment team’s approach to technology. CalSTRS is the largest educator-only pension fund in the world and the second-largest public pension fund in the United States. As of July 2025, it manages over $358 billion in assets on behalf of more than 980,000 California public school educators and their beneficiaries.
