About This Fund
QIA Fund of Funds is a $3 billion venture capital fund of funds program managed by the Qatar Investment Authority (QIA), the sovereign wealth fund of the State of Qatar, headquartered in Doha. Announced on February 26, 2024 by Qatar's Prime Minister and Minister of Foreign Affairs, the program is the first dedicated venture capital fund of funds initiative in Qatar and among the first of its kind launched by a sovereign wealth fund in the Middle East. It aims to bridge the capital gap for companies that have moved past the seed funding stage but lack access to Series A through Series C capital in the Qatari and Gulf Cooperation Council (GCC) ecosystems.
The program invests indirectly through established venture capital funds and makes targeted direct co-investments alongside participating managers. Priority sector focus includes technology, healthcare, fintech, and edtech, with a mandate to attract leading international and regional venture capital firms to establish operations and senior-level presence in Qatar. Fund managers seeking participation must demonstrate a strong track record and commit to documented expansion plans across the GCC, positioning Qatar as a regional innovation hub. The dual investment mandate balances strong commercial returns with positive developmental impact on the Qatari startup and venture capital ecosystem.
As of December 2025, the program had deployed over half of its $1 billion initial tranche, with participating venture capital managers including B Capital, Builders VC, Deerfield, Human Capital, Rasmal Ventures, and Utopia Capital Management. The program has since expanded its total target to $3 billion, with ongoing additions of new global and regional fund managers. QIA's Fund of Funds has established Qatar as the first international office for several participating managers, cementing the country's growing role as a gateway for venture capital investment across the Middle East and North Africa.
