About This Fund

Arcano Spanish Urban Development SICC (formally Spanish Urban Development, SICC, S.A.U.) is a Spanish closed-end investment vehicle — a Sociedad de Inversión de Capital Cerrado — constituted in April 2025 and managed by Arcano Capital SGIIC, the regulated asset management subsidiary of Arcano Partners. The fund deploys €210 million in capital provided by the European Investment Bank through its Regional Resilience Fund, itself financed by NextGenerationEU under Spain's Recovery, Transformation and Resilience Plan. Arcano Partners, founded in 2003 and managing over €11 billion across six asset classes, was selected by the EIB as the designated manager to channel this public-private capital to financially viable real estate and urban development projects across Spain. The vehicle is registered with Spain's CNMV as a collective investment institution under Law 22/2014, with Arcano Capital SGIIC carrying a 1% co-investment commitment in each transaction to align incentives with investees.

The fund pursues a hybrid investment approach combining direct equity participation and multiple forms of debt financing, targeting individual projects with up to €22 million each. Eligible investment themes span urban regeneration, social and affordable housing construction and restoration, co-living and co-housing developments, sustainable tourism infrastructure with a focus on green and digital transition, and heritage site restoration. Equity investments are capped at 49% of each investee's equity capital with terms up to 15 years, while debt can take the form of participating or convertible loans, traditional loans, or leasing facilities covering up to 70% of eligible project costs over terms up to 20 years. Eligible beneficiaries must be SMEs, Small Mid-Caps, or Mid-Caps with a registered presence in Spain and enrollment with the Spanish Tax Authority. The deployment window for debt instruments runs until August 2026, while equity commitments can be extended through December 2030, enabling the fund to support long-cycle urban development projects.

Spanish Urban Development SICC is part of the EIB's broader Regional Resilience Fund program in Spain, through which the EIB mobilized €410 million across Arcano and Buenavista Infrastructure vehicles in a landmark announcement in July 2025. This deployment reflects strong institutional confidence in Arcano Capital's capacity to source, structure, and monitor complex urban investment projects at scale. Arcano Partners brings to this mandate a dedicated real estate and urban investment team led by Eduardo Fernández-Cuesta, a partner with over 30 years of consulting and investment experience including 16 years as President of CBRE Spain. The fund's SICC structure, CNMV registration, and EIB governance framework ensure rigorous oversight and compliance standards consistent with NextGenerationEU requirements, positioning the vehicle at the intersection of public policy objectives and private-market investment discipline.
