OPTrust—officially the OPSEU Pension Trust—was created in 1994 through a joint agreement between the Ontario Public Service Employees Union and the Government of Ontario to administer the OPSEU Pension Plan. As one of Canada’s largest defined-benefit plans, it has remained fully funded for 16 consecutive years, underscoring its focus on long-term sustainability.
Head-quartered at 1 Adelaide St E, Toronto, the organisation has satellite offices in London and Sydney to support its global mandate and the work of roughly 430 professionals. This joint-trustee governance model gives members and government equal representation on a ten-member board, reinforcing accountability while serving more than 114,000 plan participants.
With net assets of C$26 billion (≈ US$19 billion), OPTrust invests across public and private equities, fixed income, credit, infrastructure, real estate and multi-strategy risk-mitigation portfolios. Responsible-investment principles guide allocations across North America, Europe and Asia-Pacific, helping the fund exceed long-term return targets while managing climate and ESG risks.
